The Missouri Organization for Registration Education (MORE) provides educational resources designed to increase public understanding of sexual offenses, registration requirements, collateral consequences, and related public policy.

Our goal is to encourage informed discussion based on research, evidence, and lived experience. We believe communities are better served when difficult issues are approached with clarity rather than fear—and when public policies are evaluated according to evidence and their actual effects on individuals, families, and communities.

Understanding Who May Pose a Risk

Research on child sexual abuse has consistently shown that perpetrators are often people known to the child rather than strangers. For example, research cited by Jill Levenson, Ph.D., has reported that most identified perpetrators of child sexual abuse were known to the victim.

Understanding this reality is important for prevention. Child safety strategies should address risks that can arise within families, social circles, schools, organizations, and other familiar environments—not simply focus on strangers.

Prevention education should help parents, children, educators, and organizations recognize boundaries, warning signs, appropriate supervision, and effective reporting procedures.
